It wold if your ISP has poor routing to those sites. The servers
themselves may be fast, but sending the data via a bottleneck.
Most stretches of motorway are relatively clear and fast. It only takes
a few bottlenecks to bring the whole network to a grinding halt.
A traceroute to the site will give an indication of where the holdup is.
Hardware is so cheap nowadays that underpowered servers are far less
common. Bandwidth is still expensive, so that's where the delays
usually are, either on the server's own connection to the network or at
some point between it and you.
This is why a good choice of ISP is still important, probably more so
with broadband, because any limitations show up so much quicker. It's
also worth trying to find out where your ISP has its main connectivity.
When somewhere offers a choice of mirror sites, sometimes the
unlikeliest choices are fastest.
